Job Description
As of July 1, 2025 a vacancy will exists for an Assistant Business Administrator located at the Norristown Area School District. The Assistant Business Administrator is to assist the Chief Financial Officer in a variety of tasks, which will permit the District to function according to School Board policies; State and Federal regulations; as well as Generally Accepted Accounting Principles of business practice.
Qualifications: - Minimum of 5 years experience in Accounting/Finance required, those experiences in public education preferred
- Bachelor's degree in Business Management, Accounting or Finance required, Master's preferred
- Experience including general ledger accounting, payroll processing, financial reporting, budgeting purchasing and fixed asset control
- Extensive exposure to report and audit requirements of local, state, federal agencies
- Strong organizational skills and strategic planning skills, pro-social collaboration, communication and planning skills, and technology skills.
- Ability to be flexible, self-directed, and motivated.
- Ability to work well in a multi-ethnic and multi-cultural environment with staff and students.
- Ability to do job responsibilities with minimal supervision and ability to schedule time to meet deadlines.
- Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI.
Duties and Responsibilities: - Responsible for oversight of District payroll, including quarterly and annual reporting compliance
- Daily management of various District Funds, including the General Fund, Food Service Fund, Student Activities, Trust, Scholarship and Capital Projects Funds
- Supervises accounting, grant accounting, payroll, accounts payable, and accounts receivable personnel/functions, to ensure successful operations on a day to day and month to month basis
- Serves as liaison between the district and all outside audits, including annual CPA financial statement and single audit
- Responsible for management of calendar year-end and fiscal year-end financial processing
- Ensures that internal controls are maintained and Local, State, and Federal rules and regulations are adhered to
- Prepares monthly financial reports to be included as part of the publicly available Board Meeting agenda, in compliance with local, state, and federal requirements
- Will be assigned and appointed as District board treasurer as part of daily job responsibilities
- Responsible for completion of various financial reports, including, but not limited to: PDE Annual Financial Report, PDE General Fund Budget, PDE SSR Social Security Reimbursement
- Reconciles all District cash accounts on a monthly basis
- Monitors cash flow and prepares projections as needed
- Prepares both revenue and expense projections as needed
- Analyzes budget requests for all buildings and departments
- Monitors all building requisitions to ensure the validity of information
- Assists with Medical Access program management
- Manages the chart of accounts to ensure the District accounting is aligned with local, state, and federal requirements and financial reports
- Manages District financial systems and lead person for changes and updates to systems and processes
- Prepares necessary general ledger reconciliations and journal entries for all assets, liabilities and revenues at fiscal year-end in accordance with Generally Accepted Accounting Standards
- Coordinates routine real estate tax procedures including, but not limited to billing, reporting, and maintaining records
- Assists with District purchasing programs; bidding, cooperative purchasing, etc.
- Manages district fixed asset monitoring and reporting, including scheduling and managing fixed asset audits
- Participates as an active member of Board and District committees as assigned by Chief Financial Officer and/or Superintendent of Schools
- Assists the Chief Financial Officer on special projects as needed, including, but not limited to, labor negotiations and school construction
- Performs other job related duties as assigned by Chief Financial Officer and/or Superintendent of Schools
Salary Schedule (Effective July 1, 2025): 0-5 Years of Experience: $119,702.09
6-10 Years of Experience: $123,122.15
11-15 Years of Experience: $126,542.21
16-20 Years of Experience: $129,962.27
21-24 Years of Experience: $133,382.33
25+ Years of Experience: $136,802.39 Norristown Area School District
